State minister: mobile phone licenses may be granted free of charge


Mecklenburg-Western Pomerania, together with other federal states, is campaigning for changes in the issuing of mobile phone licenses. The goal is to remove white spots in the supply, said the digitization minister of Mecklenburg-Western Pomerania Christian level (SPD) on Sunday in Schwerin. The request from Bavaria, Berlin, Brandenburg, Mecklenburg-Western Pomerania, North Rhine-Westphalia, Thuringia, Baden-Württemberg, Schleswig-Holstein, Lower Saxony and Rhineland-Palatinate to amend the Telecommunications Act will be discussed in the Federal Council on Friday.

According to this, in addition to the auction, in which licenses are awarded to the highest bidder, other procedures such as tenders will also be used in future, according to level. The licenses should primarily go to providers who guarantee quick coverage. This is already taking place successfully in other European countries. “That means that if necessary, the frequency can also be assigned free of charge if fast and comprehensive coverage is offered.”

Level was optimistic that the application would be accepted on Friday. In the event of failure, Mecklenburg-Western Pomerania, Bavaria, Baden-Württemberg, Lower Saxony, North Rhine-Westphalia, Rhineland-Palatinate and Schleswig-Holstein submitted a second application, he said. It aims at regulations in the event that frequencies should be auctioned again. “Then it should at least be regulated that the fees are not due when the frequency is acquired, but only when the frequencies are actually free.”

So far, the mobile phone providers have paid huge sums of money for a frequency that they could usually only use a few years later. This money is tied up for several years and cannot be invested.
